No, everywhere voted for a Scottish parliament in 1997 (IIRC Orkney had the lowest "yes" vote then)

D&G was the only area to (just) go against tax-altering powers, though.

PanelBase poll has "no" ahead in Scotland by 52-48, unchanged on their last poll.

Intriguingly, the regular YouGov has a majority of its Scottish voters against independence, and that becomes a massive margin in England/Wales.
