Unless I'm missing something, the 2010 rule change explanation is to require challengers to seek nominations, nothing about the incumbent.

She might have been referring to the time she spent as a member of Frank Zappa's band, and as such developed a deep understanding of sub culture and the distrust that the public has of the extremes in politics.
