Tory MP for Forest of Dean Mark Harper is currently filibustering the devolved institutions' amendments I hear.

During an already absurdly short process, this is quite shameful.

They will pay for this. I'm sure very many of the 52% will be shocked that Parliament is not being allowed to scrutinise the legislation.

I'm angry simply because it's an abuse of democracy. Full stop.

The court have said there shall be debate and scrutiny. And so there should be.

I've watched lots of it. It has been dreadful@ Parliament at its worst. So instead of scrutinising what kind of Brexit we will get, we've had a re-run of the referendum. Embarrassingly bad.

If you think back to how John Smith humiliated Major over Maastricht, the uselessness of the current Parliament becomes glaring.

Sorry if we've already done this, but this is proposed amendment NC99
“Parliamentary approval of the final terms of withdrawal from the EU
The United Kingdom shall withdraw from the EU once either—
(a) Royal Assent is granted to an Act of Parliament that approves—
(i) the arrangements for withdrawal, and
(ii) the future relationship between the United Kingdom and the EU
as agreed to between the United Kingdom and EU, or
(b) Royal Assent is granted to an Act of Parliament that approves the United Kingdom’s withdrawal without an agreement being reached between the United Kingdom and the EU.”

Member’s explanatory statement
This new clause aims to embed parliamentary sovereignty throughout the process and requires primary legislation to give effect to any agreement on withdrawal or for withdrawal without such an agreement.

MPs are now voting on NC4, an amendment tabled by Labour’s front bench. This is what it says:

Joint Ministerial Committee (EU Negotiations)

(1) In negotiating and concluding any agreements in accordance with Article 50(2) of the Treaty on European Union, Ministers of the Crown must consult, and take into account the views of, a Joint Ministerial Committee at intervals of no less than two months and before signing any agreements with the European Commission.

(2) In the course of consulting under subsection (1), the Secretary of State must seek to reach a consensus with the devolved administrations on— (a) the terms of withdrawal from the European Union, and (b) the framework for the United Kingdom’s future relationship with the European Union.

(3) Subject to subsection (4) The Joint Ministerial Committee shall consist of— (a) the Prime Minister, (b) Ministers of the Crown, (c) the First Minister of Scotland and a further representative of the Scottish Government, (d) the First Minister of Wales and a further representative of the Welsh Government, and (e) the First Minister of Northern Ireland, the Deputy First Minister of Northern Ireland and a further representative of the Northern Ireland Executive.

(4) The Prime Minister may, for the purposes of this Act, determine that the Joint Ministerial Committee shall consist of representatives of the governing authorities of the United Kingdom, Scotland, Wales and Northern Ireland.

MPs have voted down the Labour amendment requiring the government to consult Scotland, Wales and Northern Ireland during the Brexit talks by 333 votes to 276 - a majority of 57.

MPs vote on SNP amendment saying government should agree Brexit plan with Scotland

MPs are now voting on an SNP amendment, NC26. It is the one Tasmina Ahmed-Sheikh moved earlier, using Theresa May’s own words from July last year about getting a UK-wide approach to Brexit. It says:

Agreement of the Joint Ministerial Committee on European Negotiation

The Prime Minister may not exercise the power under section 1(1) until at least one month after all members of the Joint Ministerial Committee on European Negotiation have agreed a UK-wide approach to, and objectives for, the UK’s negotiations for withdrawal from the EU


Labour abstaining.332-62

I think this demonstrates why Bercow was A) right to make the comment when he did and B) make the comment itself.

According to Parliamentary procedure, Bercow is responsible for people guest speaking in parts of the Commons and is also responsible for the integrity of Parliament.

Continued levels of EU funding for Wales

Before the Prime Minister exercises the power under section 1, the Secretary of State must lay a report before— (a) Parliament, and (b) the National Assembly for Wales outlining the effect of the United Kingdom’s withdrawal from the EU on the National Assembly for Wales’ block grant.

"Taxi drivers face a fine of up to £1,000 if they refuse to transport wheelchair users or attempt to charge them extra, in a change to the law announced today (7 February 2017) by Transport Minister Andrew Jones.

From 6 April taxi and private hire vehicle drivers will be obliged by law to:

transport wheelchair users in their wheelchair
provide passengers in wheelchairs with appropriate assistance
charge wheelchair users the same as non-wheelchair users"

Unfortunately, doesn't come in Green, just mottled bluey grey, but it's definitely a jelly cat & does have a certain Eeyore air about it.

Housing delays leave disabled man 'trapped'
A severely disabled young man trapped in a cramped attic flat has told housing officials that their failure to re-house him has left him wishing he was dead.

We highlighted paraplegic Robert Carver's desperate situation here on Meridian four months ago. Brighton and Hove City Council promised urgent action.

That was sixteen weeks ago, and while Robert's case is extreme it is by no means unique. John Ryall has this report.
