The governments of Scotland and Ireland still hope to impose a minimum price for alcohol despite a European Court of Justice warning that it would be illegal if other policies such as higher taxes could be used to protect public health instead.
The ECJ suggested in a ruling on Wednesday that tax rises could reduce alcohol use while maintaining fair market competition, but ministers in Edinburgh and Dublin insisted a minimum price was the best way to address problem drinking.

The judgment set considerable obstacles in the way of the flagship Scottish health policy of imposing a minimum price of 50p per unit of alcohol.
What jumps out to me is that one of Scotland's big exporters, the Scottish Whisky Association, is strongly against (though 9 EU countries are too, including France and Spain). As must as demand in Scotland, I think they're worried about other countries responding by making whisky more expensive. The SWA were big pushers for TTIP, hence the SNP getting carried away with it until they spotted political in changing tack.

It would raise the price of a bottle of Jack Daniels to £28 in Scotland. Are the SNP really going to want English retailers round Berwick and Carlisle selling it for much less? Sainsburys seem to be charging £15 at the moment. I reckon a lad with a railcard can make a few easy quid going to Carlisle, let alone somebody with a van.

The SNP spinners are trying to make out that it's actually a good result, and that they'll win when they go back to the Court and say "Westminster won't let us raise duty in the normal way". The Court though know this already. It's a big principle for the EU to concede, and I think they'd be entitled to say sort it out with the UK government if you want to raise the cost of duty.

If Scotland actually did increase the tax, it would be a first for the SNP. Every sign so far is that Scots don't like tax any more than us UKIPpy English.

Back a couple of years the NAO said that his academy programme was £1bn overspent...think it was at that point that the freebies for converting started to dry up.

How much have the free schools, studio and UTCs cost over and above what normal school openings would have been? We'll probably never know.

Why would you take your kid out of their school at 16 to specialize in "travel and hospitality"? Surely, you do as general an education you can so that you've got the biggest choice for the future? Travel and hospitality can wait till you're 18, or indeed much older.

Policy is all over the place. Everyone to do academic subjects till 16, then anything goes as a specialism.

Just heard a fantastic miswording by the Radio 4 news presenter. Apparently the growth figures for construction, retail and other sectors 'stank' ..... mumble hurrumph 'sorry, 'shrank'.

Another thing with the SNP government, which is different to how the Lib/Lab coalition were, and indeed how the Welsh Government always are- they're always so conspicuously "busy", aren't they? Policies aren't any more evidence-driven than anyone else's, but like Cameron and Blair, they think people will appreciate seeing them pushing away at high profile stuff.

So far, it's working brilliantly.

Just been reading Ed Balls' cookery column at the Spectator.
Must say I enjoyed it. His suggestion of quince in Christmas puds sounded interesting.

I came across this story about a nearby school in the local press today, quite a mess by the looks of it:

The Somerset Guardian first revealed that the National Union of Teachers had visited the school over concerns three weeks ago. Since then it was confirmed that the teaching union would be pursuing grievances affecting seven members of staff who were all teachers at the school when they put in the complaints. These relate to pay and conditions, contacts, statutory regulations relating to newly qualified teachers and maternity.

It was also revealed that a total of 23 teachers and former teachers had contacted the union to voice their concerns and a Freedom of Information Request also showed that 20 teachers have left jobs at the primary school in the past three years with two other dismissed last week. Earlier today union members voted to take strike action.

On googling for more information, I discovered the story made the national press:

My husband thought this Terry Hillier chap sounded familiar and looked him up, revealing the following:

Mr Terence Wesley Hillier is British. The first directorship we have on file for him was in 2004 at Hillier Consultancy Limited. His newest directorship is with Prism Association Limited where he holds the position of "Company director". The company was established 22 Mar 2011 and is based in Berkshire. So far, Terence has held 804 directorships, 14 of which are currently active, and 790 are no longer active.
Not only are there the 790 no longer active directorships, among his current directorships there is a teacher recruitment agency. All very "interesting" - not to mention disturbing! I'm so glad to have got my children through LA run primary schools before they disappeared. My daughter has 2 years to go in an "outstanding" rated junior school and very good it's been too. It would be such a shame to see these kind of unaccountable chancers getting their hands on it.

The Department for Education has asked a nearby schools’ partnership to help a troubled primary in Radstock after the headteacher and two assistant heads resigned on the last day of term.

The Midsomer Norton Schools’ Partnership will be supporting the Academy of Trinity following the departure of headteacher Pepe Hart and long-standing teachers Rachael James and Rebecca McArthur.

We don't do Christmas much either Toby. We try to maintain normality with a bit of indulging ourselves thrown in ... the dogs have got some seafood twists as treats as their bit of indulging.

I mentioned at the time that when I listened to Osborne's budget speech I had a mental picture of flying pigs...

So in this case 'v=QmvwWxzg3lc' should be 'QmvwWxzg3lc',

I'm shocked. Shocked.

Still no sign of Network Rail's Enhancement Delivery Plan, due early December. This is pretty important because it should give more detail of how Network Rail can go billions over budget and yet apparently still deliver nearly everything it was going to before by selling assets and a £700m "loan" from central government.

Be nice to have confirmation that Chloe Smith's "Norwich in 90" isn't happening, as she doubtless knew before the election.

There's an article to be written about rebalancing the UK but this isn't it.

He still can't be bothered to look up how Crossrail is funded- it's 60% funded by London funding streams. And it was postponed for 15 years, thus costing everyone (including London) lots more money. The idea London clicked its fingers and got £15bn is rubbish. As is the idea that there've been no arts cuts in London- exhibitions now cost £15 instead of about £10 a few years ago.

Also very snide towards Simon Rattle, who wants no more than to replace the Barbican with a better music venue, and will doubtless work energetically for private funding where possible.
