Three local council byelections yesterday:

Manchester - Labour hold with over three quarters of the vote, an increase of some 5 points since last year which will - for them at least - partially compensate for the dreadful (sub-10%) turnout here; students make up getting on for half the electorate here and most will be absent now. This ward actually split 2Lab/1LD in the all-out elections in 2004, but Labour duly made it a full slate two years later and subsequently made things safe - from 2011 onwards the Greens took over as the second placed party from the post-coalition LibDems, but never seriously challenged Labour dominance, and they dropped to less than 10% - though still second - this time. LibDems up slightly, which meant they could swap places with the Tories who finished little changed on 6%.

West Lindsey DC - Tory hold in a ward that split 2Con/1LD in 2015, the first election since major boundary changes. However the present seat has identical boundaries to the Lincs CC division that covered this area until this year's polls - and the figures there show Tory holds in 2005 (though the LibDems were close then) 2009 and 2013, by which time the yellow threat seemed to have dissipated as UKIP took second, only for the LibDems to win a byelection later that year that presaged them sharing the spoils two years ago. Tories won the redrawn CC division this May, however - and they built on that success now as both they and the LibDems increased by over 10% (taking advantage of the absence of Independents now, after they finished a strong third in 2015) meaning there was hardly any swing overall and the Tories finished 9 points up. Labour slightly down, whilst UKIP returned from their absence last time to score 6% - OK by recent dismal standards, but well down on their 2013 showings in the old CC seat.

North Dorset DC - Tory gain from Independent in a ward that split 1Ind/1LibDem in 2015 (the first election since boundary changes) with the Tories narrowly missing out, they took advantage of Independent absence this time to nearly double their share; but even that was almost trumped from a most unexpected quarter - Labour (whose sole success on this council since its inception in 1973 was a single member elected in their annus mirabilis of 1995) came from almost nowhere - they actually finished 5th and last behind the Greens (also absentees now) last time - to finish just three votes behind the Tory, rocketing by some 25 points to near-tie on 36%. LibDems, who must have fancied their chances, dropped slightly to 27% in a 3-way scrap.

Six contests next week to begin August.

Doesn't sound quite as bad as Giuliani whipping up a crowd of worse for wear cops against David Dinkins, but even so.

David Dinkins had hired a load of extra cops, and crime was starting to fall at the time, but apparently there was appalling morale and it was Dinkins' fault.

If you don't know, you might have guessed that David Dinkins is black.

CQC figures reveal hundreds of care homes have gone two years since last inspection



More than 300 residential care homes for younger disabled adults have not been inspected by the care watchdog for more than two years, according to official figures obtained by Disability News Service (DNS).

The figures, released by the Care Quality Commission (CQC) in response to a freedom of information request, also show that 87 care homes in England have not had an inspection since 2014.


And last summer, figures obtained through another DNS freedom of information request found that the number of inspections of adult social care services that had been cancelled or rescheduled every month had risen by more than 360 per cent in just one year.
