Jonny they get away with many by screaming discretionary payments,notwithstanding the uncertainty of that,it is purely vile that discretion shouldplay any part of it,particularly if you have by policy deliberately created the need.

Though it is facing stiff competition, it's a policy that is the most morally abhorrent in British post-war political history. And the press let them get away with it.

Hasn't the budget for Discretionary Payments also closed - it was time limited, was it not, to the first few years of 'transition' - or did they extend it?
