Discretionary Housing Payments and long term awards
(Hammersmith & Fulham)
This was a judicial review of H&F’s refusal of Discretionary Housing Payments to Ms H. Ms H has severe autism and learning and behavioural difficulties. She requires one-to-one care, suffered from extreme anxiety and so had vital and complex accommodation needs, including a very quiet environment.

Yes.I should be pleased, yet I paused, caught in flashbacks to 2014. The depth of the disappointment. The mental exhaustion. The tattered friendships. Bruised egos. All a heavy price – the weight only apparent when you try to return to normality. I’ve come to the uncomfortable conclusion that wanting independence and desiring a new referendum aren’t necessarily the same.

On the other hand
Divided we fall. After the SNP leader announced a renewed drive to break away from the UK, Labour and Liberal Democrat sources cast doubt on whether a campaign uniting the big Westminster parties is possible.
It raises the prospect that Ms Sturgeon may only face the kind of fragmented movement that tried and failed to prevent Brexit, with each political party attempting to make its own different arguments.

I fear my stalker* may have missed my point entirely - it's not about who takes who to court after winning or losing a bid - it's the very fact that competitive tendering exists in the first place. This market system that infests the NHS (and yes, I blame the New Labour "public sector reform" types too) needs to go. Too much time and money spent on something which is unnecessary and does nothing about the central issues facing NHS and social care.RogerOThornhill wrote:So what happens when you institute a policy of competitive tendering?

"It's not fair!!"A private provider has launched legal proceedings against eight NHS commissioners after losing a bid for a £82m children’s community services contract.
* and yes, given these bizarre tweets, that's exactly what he is. Totally beyond my comprehension whys someone would want to tweet this stuff. To get a reaction? Seriously, who cares?

Re: Tuesday 14th March 2017
David Cay Johnston opened his interview on the Maddow show by questioning whether Trump might have leaked the returns himself; if he did, he could hardly have chosen a better document. The 1040, with no schedules attached to elucidate the way Trump’s vast empire of holdings breaks down, states merely that Trump paid $38m in taxes for the year 2005 – the very earliest year he’d have disclosed, had he released his taxes the way every president post-Nixon has customarily done.
For that year, the $38m Trump appears to have paid to the federal government works out to a 25% effective rate - in 2005, the very highest tax bracket was only 35%, and capital gains were still 15%. It could easily be the year he paid the absolute most in taxes. The taxes themselves say “client copy” on them, so whoever sent them to Johnston had access to Trump’s personal files, rather than those belonging to his accountant or the Internal Revenue Service.
