“The sudden shift in focus, so late in the process to prioritise delayed transfers of care, and the threat of a review of funding allocations if associated targets are not met, is completely unacceptable to local government."
This is extremely disappointing and a step back for integrating health and care. It has left the LGA with no choice but to withdraw our support for the guidance#
“Councils are doing all they can to reduce delays in getting patients out of hospital and back into the community. But social care is about far more than alleviating pressure on health. It is a vital and essential service in its own right.
“Councils face an annual £2.3 billion funding gap in social care by 2020 because of pressures elsewhere in the system. This is why it is vital councils have freedom and flexibility over how the money is spent.
“Ultimately, this publication undermines integration, increases the difficulty of making important preparations for meeting increased demand during the winter, and is likely to make the social care crisis worse.

Vince Cable recently said that if Lib Dems can “occupy that enormous ground in the middle of politics we’ve got tremendous opportunity”.
He’s only part right. To occupy is to inhabit a space that is otherwise vacant. There is a missing middle in British politics but that’s the point – it’s missing. There’s nothing there to inhabit. First it needs to be built in terms of a reality in Parliament and an idea based vision. This requires leadership.

As one EU official involved in the Brexit talks explained to me, last summer EU governments were expecting Mrs May to ask for a further, wider overhaul of freedom of movement.No such overture came. The Conservatives — and now Labour — prefer to box themselves in an economically self-defeating corner.

I see from the above that May is trying to exhume "the deficit" as a bogeyman.
Not so easy when, after it going almost totally unmentioned during the GE campaign (what a contrast with 2 years ago) the MAGIC MONEY TREE has been shown to be alive and well

Yes. I wondered if she was trying to mollify George Osborne (with an eye on better press in the Standard) - and I see from Politics Live, Guardian, that I wasn't alone in having that thought.

I can't seem to remember the media highlighting the issues surrounding Osborne's arbitrary decisions about public sector pay at the time, mind you.The Tories have no one to blame for this public sector pay backlash but themselves
The Conservatives essentially set pay in the public services according to ministerial whim for seven years, downgrading expert advice. Now they want to call the technocrats back

Please bear with me while I explain what this initiative is and who runs it, as it’s a perfect cameo of British politics. It’s a government-backed body, established “to grasp the opportunities” that Brexit offers to cut “red tape” – a disparaging term for public protections. It’s chaired by the Conservative MP Sir Oliver Letwin, who has claimed that “the call to minimise risk is a call for a cowardly society”. It is a forum in which exceedingly wealthy people help decide which protections should be stripped away from lesser beings.
Among the members of its advisory panel are Charles Moore, who was editor of the Daily Telegraph and the chair of an organisation called Policy Exchange. He was also best man at Letwin’s wedding. Sitting beside him is Archie Norman, the former chief executive of Asda and the founder of Policy Exchange. He was once Conservative MP for Tunbridge Wells – and was succeeded in that seat by Greg Clark, the minister who now provides government support for the Red Tape Initiative...

In a 2006 speech (on a platform with David Cameron) Sir Bert Massie warned that a 'lazy fatalism' was setting in around disability rights
In hindsight, ratification of the Convention was a mark of complacency, designed to underscore what had been achieved, not what was to come
