A policeman who used a dead child's identity to infiltrate a protest group in the 1970s was thrown out when his cover was blown, police documents show.
The officer, who has since died, used the name Rick Gibson to join Liverpool-based activist group Big Flame.

Morning.

I hadn't read this when I made my comments yesterday, so it was it bit strange to find someone articulating (far more successfully than me!) what I was trying to say:

https://theconversation.com/brexit-and- ... ture-81860" onclick="window.open(this.href);return false;
Originalism is also an abandonment of judgement and responsibility. Politicians – government ministers and the Labour opposition – are behaving as if they have no choice but to give effect to a mandate enshrined and encoded in the referendum result regardless of whether there is any clarity as to the original intent of voters or of the consequences of implementing such an intention.

It’s time for politicians to drop the originalist pretence of keeping faith with the country. They should instead do the one thing the British system of parliamentary democracy is supposed to do – empower the representatives of the people to make decisions and to be accountable for them.
Hopefully that's what will begin to happen when the repeal bill goes before Parliament. But delaying the debate over what leaving the EU actually means for so long has left precious little time to affect whatever parliament decides it meant by it.

“The perception from overseas is we are xenophobic, we’re racist, and the pound has plummeted too. We’ve gone with Brexit and that makes us look unfriendly.” Those are the words of John Hardman, director of Hops Labour Solutions, which supplies about 12,000 workers a year to food-growers. He reckons that when it comes to “food-picking jobs in agriculture – which means everything from strawberries to brussels sprouts”, there is currently a Brexit-related shortfall of about 20%, which chimes with recent surveys by the National Farmers Union.
Though one does wonder why, given the infamous exploits of British tourists to mainland Europe, they ever thought anything else.

So, so proud of my country.....

Student debt: What is going on with the Student Loans Company?
Too many loans, too many terms and conditions. Loans taken out before 1998 were handed over to Thesis in 2008 because Student Loans Company was struggling to cope with volume even then. With loans replacing maintenance grants and retrospective changes to terms and conditions in 2015, the complexity and volume just grows and grows. And it's not as if it's just one loan arrangement with each student. Most students will have 3 or 4 individual loans, with differing repayment structures if taken out over a change period. Then there's the move from DD to payroll for deductions, with, presumably, some students with loans spanning both methods. No one really asks about the financial cost of this enormous and complex administrative process or who ultimately pays for it but at a guess I would say the cost is most likely exorbitant and the ultimate payer will be us via the taxman.

As a sidebar, back in 1991, my university fees were paid by my local council, a much simpler process although I did have a worrying moment when I got a message saying my fees hadn't been paid. When I spoke to the admin assistant it transpired they had been there all along but they had been looking under the wrong council because of a mistaken assumption based on the inclusion of the city of Bath in my address. Simpler times.

Hi. I just got back and have now found this. It's from 2010 but it's still a useful guide to the history of student funding as it covers maintenance grants/loans as well as tuition fees. When you include maintenance, you realise how many different loan arrangements there have been, with only the first couple of years, 1990/1991 or so no longer applicable to anyone at all because of the 25 year lifespan. New loans have a 30 year lifespan, so even if you stopped making new loans tomorrow, student loans are going to be with us for a long time.

The Express froze on me. :( Is the story premature? Are we just saying Labour haven't come to an arrangement yet? Or is it a confirmed strategy? I can't tell.

Do we know what we want? Understanding public perceptions of social care funding

One of the biggest issues in social care policymaking is that policy makers often assume the public are further advanced in this debate than they are. Public understanding of social care is limited

when is it continuing health care provided by the NHS? When is it social care? People tend to assume that public services are far more joined up than they actually are. It’s often only when they start to need care and support that they realise that social care isn’t NHS care.Sometimes even people working in the health and social care system don’t understand where NHS care finishes and social care begins.

Undoing just the top button on a dress shirt when going tieless often looks uptight, not terribly relaxed. This is particularly the case if you can see any strain on the fabric around the second button. It wants to be undone.
However, undoing more than two buttons to expose too much skin begins to look a little like a Lothario. Where’s your gold medallion?
Ergo, two buttons is the sweet spot.

It is fairly disturbing though (imho) , hope it doesn't influence the decision making processes too much, or cause them to lose sleep (for wrong reasons)

Senator Schumer (D-NY) introduced the Disability Integration Act! This legislation (S.910) is intended to assure that people with disabilities can live in the community rather than be forced into nursing facilities and other institutions.

This ground-breaking legislation establishes statutory civil rights language – comparable to the ADA – which requires public entities and Long Term Service and Supports insurance providers to change their policies, provide community-based services first, and offer HCBS to people currently in instutions.

"This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life.

States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting."

Directs the Secretary of Labor to discontinue issuing to any new profit or non-profit or governmental entity special wage certificates (which permit individuals with disabilities, including individuals employed in agriculture, to be paid at lower than minimum wages).

Prescribes requirements for a three-year phase-out of all certificates.

Amends the Fair Labor Standards Act of 1938 to repeal authority and requirements for the issuance of such certificates three years after enactment of this Act. Requires revocation of any certificates remaining at that time.
