I recommend reading the entire article....this is not just a failure of a private business. It is a devastating failure of public policy and it points to wider systemic problems. Government created the conditions in which this scandal happened. It was government which privatised LearnDirect in its effort to streamline the state. It was government which de-regulated the training sector, and pushed competition, in the belief that this would drive up standards. It was government which reduced controls on quality of apprenticeships in a headlong rush for quantity. It was government which slashed funding for adult skills, in its effort to slash public spending.

(cJA emphasis)Court documents passed to the Guardian by FE Week, which worked on a joint investigation with the Financial Times, show Learndirect was concerned about the potentially damaging effect of the inspection report on its business, which is largely dependent on government funding.

Move comes after privatised adult training agency accused of paying owners millions despite ‘catastrophic’ decline in standards
The Department for Education said on Tuesday that it would withdraw all funding from the organisation, which is responsible for almost 73,000 trainees, by July 2018 and that it had already banned it from taking on new apprentices.
Learndirect, which was privatised by David Cameron’s coalition government in 2011 and is majority-owned by the private equity arm of Lloyds Bank, has said it could collapse into administration if the DfE withdrew its funding, which was worth £158m in the year to July 2017.

Sorry for posting so much of that article aboveAngela Rayner, the shadow education secretary, called on the government to step in and protect trainees and apprentices and ensure they could complete their courses.
“It is clear that something has gone seriously wrong since the coalition government privatised this service, and the future education and training of thousands is now at risk,” she said.
“If necessary, ministers should be prepared to step in directly and ensure that trainees and apprentices are protected, their courses are completed and adult education is placed on a sustainable footing. Relentless cuts and incompetence by successive Tory governments have left adult education in a mess.”
What's the difference? The Department for Education is a government body. Has government been privatised too? Have I? I wasn't consulted, if that's the case. No surprises there though. I'll keep you informed, if I can. This article was amended on 16 August 2017.
The Department for Education, rather than the government has pulled all Learndirect contracts and funding.
