What does she mean?
What she is saying is that if you want to keep pace with inflation you need to constantly climb the career ladder and pay as little tax as possible. It's the Tory way. Run to stand still.

She's trying to make out that it's OK that a police officer of "x" years experience is paid less now, once inflation is taken into account, than 7 years ago because they are paid more than when they were a rookie. Of course rookies are now paid less than they used to be but.....oh look! Tax cuts!
