The rising cost was announced as Parliament confirmed it had appointed construction firm Robert McAlpine to carry out the renovation, which could take up to four years, following a tendering process. (BBC News website)

Yeah, I think a couple of the arguments he attacks there are very weak- the "foreign governments" and calling providing a service a "subsidy".

I think the best argument for nationalization is that management expertise has got spread too widely by the fragmentation- though it's not as bad as it used to be on that score. By common consent, the top railway manager of recent times is Chris Green, formerly of Network South East. After privatization, he went off to run Virgin Trains, when he'd have been running BR under nationalization. The performance of Network Rail seems to suggest a fair few more top managers are being missed. There are pretty serious sums of money being overspent.
