Unless there are firm proposals this is meaningless - no-one would want to ensure that it is the worst it can be would they?

I'm waiting to see if the hall fills up for Ruth Davidson. Nothing seems to be happening. Perhaps Theresa May has locked the doors, just to be on the safe side.

ITV’s Robert Peston says Ruth Davidson’s speech was the conference highlight today. (Politics Live, Guardian)

Faint praise - it's a low bar. I thought her today's effort wasn't up to much - I've seen her deliver better speeches.
