Yes, I know most pensioners aren't rich.

It is the other goodies (NI in particular) that is the problem.
Did Castle suggest reforming that? I thought it was just increasing the standard pension, a la Cameron.

@Tubby wasn't a dig to be clear, the SMI changes were originally predicated on naturally reduced pensioner numbers on assumed better incomes, the trend in reverse, has turned out to be the case "benefits",is only one part,my schtick is sensible investment which benefits play a crucial part subject to circumstances.I still muse whether a change in terminology, way of paying, through different budgets to account for costs, however the recent musings about abolishing AA in effect discretionalising accepted extra costs suggests the tide is against me.

(Can't find earlier)

09 July 1970
Mr. Skinner asked the Secretary of State for Social Services how much he intends to spend on advertising through Press and television the provisions of the National Insurance Bill; how many people over 80 years of age will be receiving no benefit from the Bill because they are already in receipt of supplementary benefits; and how many will benefit from the provisions of the Bill.
Sir K. Joseph The detailed arrangements and the cost of the necessary advertising are now being worked out. We believe there are about 100,000 potential beneficiaries among the over-eighties. About half are drawing supplementary pensions. Where the supplementary pension is less than the new pension the 101W new pensioner will gain the difference. In general, those who do not come within the scope of the supplementary benefit scheme will benefit"

It was May implementing mandatory minimum income, housing and private health care insurance requirements (not a comprehensive list) for all UK citizens married to non-UK citizen spouses. A record of earning almost £19K for at least an entire year (more if children were involved) within the UK (not including any income from a non-UK citizen spouse) if that UK citizen wanted to live in the UK with a non-UK spouse. If memory serves, a lump sum of at least £80k in the UK citizen's name for a year was good. Housing, private medical coverage - everything changed. The documentation and cost for a UK citizen, regardless of how long they'd been married to their spouse, became overwhelming by design.

May did this to UK citizens in 2012.
