I'm supportive of charities, the work done by most is good. Charities can't take the place of a properly funded social security system. Local authorities have statutory obligations charities and businesses don't have.

From the National Audit Office (NAO), 8 March 2018:
Local authorities deliver a range of services. The government sets statutory duties for them to provide services, ranging from adult social care to waste collection.

...[Government] has overall responsibility...for local authorities’ funding and dictates the overall levels and distribution of funding provided to the sector, and local authorities’ statutory responsibilities. Responsibility for statutory services delivered by local authorities is spread across government departments.

The current pattern of growing overspends on services and dwindling reserves exhibited by an increasing number of authorities is not sustainable over the medium term. The financial future for many authorities is less certain than in 2014. To date, the current spending review period has been characterised by one-off and short-term funding fixes. Where these fixes come with restrictions and conditions, this poses a risk of slowly centralising decision-making.

This part stands out for me, the scariest part of current government. Retroactive law changing is despotic action leaving everyone vulnerable.
Ensuring public service provision is government's job. Tory government cutting local authority budgets compromises fulfilment of statutory obligations.
Power without responsibility for people is autocratic.

I saw my teacher daughter f4 yesterday, and mentioned a stat heard on R4 that average facetime in England is 21.5h . Over here in secondary the threshold is 18, after which overtime is paid . Of course if you're agrégé like her and her husband the hours are less and the pay higher, but that's one craziness of the frog system ! Not payment by results, but by purely academic qualification . i don't know any work on that but I think it's not necessaily correlated with teaching ability ... ?

Apparently reading comments still no UC box to tick,there wasn't one for us for years,given the eligibility (for me)basis no longer existed,I suggest explaining to pharmacist,they never completely got why my entitlement was under a different name anyway.Communication from DWP should state entitlement in award letter.

Yes, I've no doubt. I'm reluctant making specific charities take blame because I don't know of them. I blame Westminster for public service provision failure.

I know of one local authority cutting staff due to budget restraints imposed centrally. They'd found staff members alternative employment paying the same wages, doing the same work for a charity in the area. I asked what happened to staff and services if or when the charity went belly-up? I didn't get an answer to that.

You need this to teach in a lycée and a few other places . For an external candidate the qualification is validated by a year's teaching under supervision , that's all !

My daughter and SIL qualified internally after years of teaching in collège (pre-lycée) and having had initial training .

No amount of professional qualifications,letters after your name etc gives you the practical realities of lived experience,the real experts had minimal input,it shows.
