The European Commission on Wednesday outlined a €100 billion budget for its new research programme, running between 2021 and 2027.

The figure includes €97.6 billion for Horizon Europe, the EU’s flagship research programme, and €2.4 billion for the Euratom nuclear research programme. For Horizon Europe, that’s an increase of almost 30 per cent – when adjusted for inflation – on the EU’s existing research programme of €77 billion. Without the inflation adjustment, it’s a less-inspiring rise to €86.6 billion – though Commission officials are promoting the bigger number.

The NHS is secretly marketing a 100-year-old hospital building that provides affordable housing for 52 nurses and other key workers to property developers to create a One Hyde Park-style complex of luxury flats overlooking Hampstead Heath.

The Royal Free Hospital is promoting Queen Mary’s House – a gift from the Lever Brothers co-founder Lord Leverhulme 97 years ago – as “Hampstead Gardens … a rare opportunity to create one of the most desirable new-build schemes in London”. (Guardian)

A Home Office-sponsored survey that asked students how many of their friends at university were from overseas has been axed after criticism that it was flawed and open to abuse.

The survey by the Migration Advisory Committee (MAC), as part of its inquiry into the impact of international students, was circulated to students by British universities earlier this week. But the survey quickly drew criticism that it was vulnerable to manipulation, with any internet user able to access the survey and respond multiple times.

The online address for the survey was replaced by a note explaining that it had been terminated.

First local council byelections since the May 3 polls yesterday:

Suffolk Coastal DC - Tory hold in a ward that split 1Ind/1C in the most recent 2015 contest after electing two Tories (on slightly different boundaries) in the three previous elections since 2003. They got a double figure increase to over 40% and held on fairly comfortably given a pretty evenly divided opposition - Labour now up to second, but little changed on last time, whilst the Independent came third down about 10% on what their poll topping candidate three years ago achieved. LibDems last but with approaching 15%, up by over 6 points - no Green this time despite polling decently previously.

Lancaster DC - two contests here, the first was an easy Labour hold in a ward which returned three councillors for them in 2015 - they took well over half the vote now in a double figure swing from the runner-up Tories since then (and a smaller one compared to a previous byelection here last year) LibDems took 9% - up from the by-election - and the Greens 6%, they sat the byelection out but this was 4 points down compared with three years ago. The other contest was in fact a "double header" covering the university area - and the ward split 2Lab/1Grn in 2015 with one of the Labour seats and the Green vacancy up this time, Labour winning both meant a gain for them officially even though the Green had defected to them since their election. A previous by-election here for the "other" Labour seat in 2016 had been notable for its extraordinarily low turnout of just 7% - it was rather higher now (even if not brilliant) and Labour seemed to benefit most as they achieved double figure increases on both the previous two contests to move into the mid-40s share wise. Greens with about a quarter of the vote, down on 2016 and more so on when they won a seat the year before (and they won a seat from Labour in the predecessor ward in yet another 2014 byelection, after taking both available spots back in 2007) Tories also down on the previous couple of outings, whilst the LibDems (over 11%) were up on three years ago but dipped slightly compared to a year later.

Six contests next week, including an unusual Friday poll for a vacancy deferred from earlier this month (another deferred poll the previous day)

"Windrush scandal: arrest of vulnerable 62-year-old is 'outrageous'"
Labour MP David Lammy has accused the government of “outrageous” insensitivity after a vulnerable Windrush citizen was arrested for an alleged criminal offence 20 years ago after a Home Office meeting.
This week the prime minister pledged that information received by a taskforce set up to deal with the fallout from the Windrush scandal would not be passed on to immigration enforcement.
However, the government did not say anything about passing information to HM Prison Service. Lammy said he had not specifically raised this as he was under the assumption officials were coming to reassure people and help with individual cases.
