The government has today confirmed that housing benefit will be kept in place “for all those living in supported housing”.

Dropping proposals to give councils control of funding short-term accommodation, such as women’s refuges and homelessness shelters, will come as a relief to many in the sector.

This plan had run into opposition from charities and housing providers, who feared the ringfence on the grants would be eroded and the cash diverted to fund other council services, creating uncertainty that could deter investment.

Plans for a “sheltered rent”- which would have acted as a limit on the amount providers can charge for sheltered and extra care accommodation- will also not now go ahead.
Justin Tomlinson, minister for family support, housing and child
maintenance, said: “We value the expertise of stakeholders and have listened carefully to their concerns during the consultation.

“As a result we will continue to pay housing benefit for all supported housing –making sure safe homes are provided for those that need it most.”

The government also announced today it will work to develop a “robust oversight regime” to ensure quality and value for money in the supported housing sector. A spokesperson said it will work “with providers, local authorities, membership bodies and resident representatives” to achieve this. It will also undertake a review of housing-related support.

The move to keep housing benefit in place for all those in supported housing was welcomed by the Local Government Association.

Izzi Seccombe, chair of the LGA’s community wellbeing board, said: “This announcement will give councils and housing providers the certainty to sustain and invest in supported housing for some of the most vulnerable people in our communities.”

The announcement is the latest in a saga that began with plans to cap all social housing tenants’ housing benefit, including supported housing tenants, in line with the Local Housing Allowance, which is used to set benefit rates for tenants of private landlords.

This would have caused problems for supported housing providers as rents pay for enhanced services, and are often above rents paid by private tenants.

This plan, referred to widely as the “LHA cap” was ditched by Theresa May last October. The government then consulted on alternative proposals, including the council funding plan axed today.

A story to watch - many more councils could be going this way in the next few years.

Although the cuts hit more deprived areas harder, usually Labour councils, the tory councils were the ones who went along with the govt's preferred council tax freeze longest.
There was a central govt grant if a council declined the 1.99% increase, but it meant their tax base was frozen, 1.99% year after year adds up.
It's the councils who implemented tax rises from the beginning who look the most responsible now.

Jeremy Thomson-Cook, chief economist at WorldFirst, says the pound is being dragged down by the ‘circus’ at Westminster, and weak data on the economic front.

There are not many reasons for investors to hold on to sterling at present – economic data is weak, the political picture is a circus and overall, sentiment is poor.

GDP data due tomorrow is likely to show the UK economy grew by 0.4% in the last quarter - not even half as fast as America.
Business live at the G.

It's hard to find words to describe how far the tories have fallen from their reputation* as competent managers of the economy.

* possibly not very well deserved in the first place.

Hopefully after BoJo, the media might pay some attention to the issue of Tory anti-Muslim sentiment more generally. Not holding my breath obviously.

Northamptonshire council backs 'bare minimum' service plan

"Adult social care will also come under scrutiny, and it is likely the council will look to raise or introduce fees and charges for services"

Apparently there was an ignoramus on the Today programme from some tank prattling on about dependency culture,of course exactly the opposite, lack of such support increases dependence, lack of judicious support/increasing eligibilty/discouraging in general leads to exponential costs and of course a reduction in both quality and length of life,as we are sadly seeing.

All.other things being equal.at home treatments extend lives,as well as saving money(although of course lessing extension has cost "benefits" in the particularity),similarly (meaningful) choice/control reliance on charity or indeed State inflexible given can be equally pernicious or perhaps less beneficial.

There is so much that is wrong with this article, but let's just take this one: "Jeremy Corbyn, who on Holocaust Memorial Day 2010 chaired an event whose title compared Israel to the Nazis"... that's simply not true. The title was Never Again - for Anyone. Yes, one of the speakers (himself an Auschwitz survivor) did compare Israel to the Nazis, but does that make that Auschwitz survivor an anti-Semite?

This row is about ending criticism of Israel not about anti-Semitism. Corbyn is neither a racist nor an anti-Semite. Accuse him of being naive (and I do), but by labeling him anti-Semitic you make that label a meaningless slur with which to tarnish reputations.
