Monday 9th September

Morning all

Apparently the government's cunning plan to abide by the law but still avoid an extension is to add a letter to the request for an extension saying 'we don't have any good reason to ask for this' so that Europeans will say 'Zut alors, they 'ave no reason! We just say Non!'. (Little bit racist. Your cultural stereotypes may vary).

Why don't we just reunite the British Isles but run it from Dublin?

Rumours that parliament may be prorogued today (the earliest possible date)

I suppose at least that means we might be spared the ultimate absurdity of the government trying to no-confidence itself.

I shouldn't worry too much. I think yours pales into insignificance against this:

There are literally scores of anecdotes like this, but his apologists still tell us that Johnson is the most "liberal" Tory PM ever!

Parliament to be prorogued tonight, Downing Street confirms

No 10 has confirmed at the morning lobby briefing that parliament will be prorogued at the end of proceedings tonight. (Politics Live, Guardian)

Break: Parliament is to be prorogued tonight. No Parliament, select committees or scrutiny of the executive until October 14th. Perfectly legal but the longest prorogation in modern history, in the middle of the biggest political crisis since the war.

Party conferences going ahead for the next few weeks, then - given the certainty that opposition parties will vote down any election proposal today.

The Tory conference is going to be interesting. We should get our first hint of how far the Conservative Party has been infiltrated by previous Ukip supporters and the populist right at the grassroots level or whether it's a purely top-down takeover.

Watch this space. There are two SO24 applications before prorogation. One from Corbyn and the other from Grieve, the latter precisely on Yellowhammer!

Nobody sure what Corbyn will request, but it's likely that the government will need a long time to comply, thereby delaying prorogation.

Three local council byelections last week:

Eden DC - Tory gain from Independent in a ward which has been contested between these two tendencies since it was set up in 2003 - though "contested" is actually a bit of a misnomer given that election and the two subsequent ones were unopposed (returning 2 Inds originally, but splitting 1Ind/1C in both 2007 and 2011) and contested elections only came in 2015 with the same balance being maintained, before Independents won both seats this May, so this result with the Tories winning with 46% and a swing of about 8% in their favour is actually a return to the status quo ante. Labour polled under 10%, clearly down on their first attempt here earlier this year but double that of Cumbria First (a recently formed localist group)

Coventry - Tory hold with over half the vote in historically their safest ward here and the only one that has returned them without fail since the 2004 all out elections when they easily returned three members here. Labour made things semi competitive in the coalition years but by this year it had become secure again and this time round the absence of most students at the local university (though as is often the case, their turnout is never great at the best of times) may help explain Labour dropping to third behind the LibDems who actually made an effort here, and were rewarded by their vote more than doubling from May to over 21%. Brexit Party tried their luck, but scored a modest 7%.

Kingston upon Hull - Labour hold, but only narrowly over the LibDems who went up by over 30 points to 44%. This startling result is maybe more explicable when it is remembered this city is a major Lab/LD battleground and has been for decades at local level - in the May elections LibDems were occupied elsewhere rather than in this ward which safely returned 3 Labour councillors in the 2018 all out elections (when it was created as pretty much a new ward) and saw them score over half the vote this May; however being able to devote resources here now clearly had an effect. Only other party this time was the Tories on 10% of the vote, slightly improved on earlier this year.

Things getting busier again now - five contests this week.

Grieve up.

Ian Dunt@IanDunt

Reminder of what he's doing here. Grieve is going to use a 'humble address' to get communication about prorogation, including WhatsApp, text messages etc, from key people around the PM, including special advisor Dominic Cummings & director of legislative affairs Nikki da Costa.
Well worth reading the whole thread. This was clearly very carefully prepared and it's all going down, on the record in Hansard, for all to see, in perpetuity. Johnson can run, lie and cheat but he can't hide.

Ian Dunt@IanDunt
Grieve: "It is this which concerns me so much."

Ian Dunt@IanDunt
The rumours are that when litigation was brought against govt, there was a desire to set out why it was pursued. But when the Treasury solicitors dept sought to find the official willing to compose an affidavit "no such official could be found willing to swear to the affidavit."

Ian Dunt@IanDunt
He was then given information from public officials "informing me that they believed the handling of this matter smacked of scandal."

Ian Dunt@IanDunt
He cannot prove this, but says the sources are reliable and that it is extremely unusual that those officials would approach him like this.

Well, the humble address is presented to Her Majesty, so, I don't know, perhaps they leave it with her and she'll have it all ready for them when they re-convene in 5 weeks time? :?

Perhaps not.

... and that ministers be further directed to lay before this House no later than 11.00pm Wednesday 11 September all the documents prepared within Her Majesty’s government since 23 July 2019 relating to operation Yellowhammer and submitted to the cabinet or a cabinet committee.

I think this is more a case of Johnson condemned by his lack of compliance, and the case against him set out unequivocally in Hansard, than any real expectation of action, but the choice of Wednesday as the deadline is still curious. Did Johnson bring forward the prorogation from Wednesday? To sidestep something like this?

"The fact that Parliament is compelled to pass a law to ensure the will of parliament is upheld shows what extraordinary times we now live in. The house has rejected no deal, businesses and trade unions are united in rejecting no deal, and there is no majority for it across the country.
---
We are not at war. The prime minister is obsessed with this hyperbole and aggressive language. ‘Surrender bill’, ‘Do or die’, or ‘I’d rather be dead in a ditch’, the list goes on. Mr Speaker, we’re supposed to be having negotiations with our European partners. The lives at stake as a result of all of this, are not those of the prime minister or his cabinet."

from Jeremy Corbyn’s motion
I've been saying these things too.
