The question arises whether it would have been sensible for the clause to have made it clear that this is to be an advisory referendum. No Government can bind the House of Commons to the outcome of a referendum just by a statement by the Prime Minister. The powers of the House of Commons will indeed be undermined if we ever reach the stage when it is believed that Parliament can be bound by a statement by the Prime Minister which has no formal backing.

I am not discussing any amendment. I am discussing the overall principle of the clause, which certain amendments might have touched, and the question whether the advisory element is important. It is imperative for hon. Leaked Brexit planning memo offers no new guidance for departing EU
So...
Shocked etc...The “not for publication” document was sent on 26 September to council leaders and the heads of 38 local resilience forums, which are supposed to help communities prepare for the fallout from a no-deal Brexit. But the lack of detail has left many planners exasperated and fearing the government does not want to tell LRFs its main concerns, for fear they may stoke public concern about the effects of leaving the EU without a deal. At a point when the government needed to be straight about the potential problems, it was hunkering down and keeping secrets, said a senior source.
So...
- We've been told exactly what the EU's problems with our new proposals are (as though we didn't know anyway) but insist that we don't understand what the problem is
We're failing to plan whilst insisting that we are actively planning to be ready
We're not moving in any way any closer to any kind of a deal whilst insisting that we are
We've specifically held up planning for emergency medical supplies to elect a new tory leader (and that one is May's rather than Johnson's).

It shows. It's unwholesome. I don't mean to belittle him criticising his looks. He wants to burn himself into to the ground that's his choice but he's incapable of responsible leadership. Recent images of Corbyn reveal some strain but he's hasn't burned out his vitality.
