Morning all.

So, as of last night Scouts and Guides have been told to close and have no more meetings.

Meanwhile, 'er indoors had got all the ingredients - some already mixed - for doing some baking with her Guides tonight. I guess that means we're living on choc chip muffins for the week...

I can't imagine schools will be staying open for too much longer.

Unemployment in the UK has risen, even before the impact of the coronavirus crisis hits the economy.

The number of people out of work in the three months to January rose by 62,000, compared to the previous quarter, the Office for National Statistics reports.
Just the beginning.

Are the govt going to be allowed to go on pretending that work is the way out of poverty? It'll be hard to keep that up over the next couple of years.

What the govt won't be announcing - emergency legislation to end all benefit deductions. Conditionality, bedroom tax, 2 child limit, loan/advance repayments, sanctions, housing benefit limits, the lot.

Robert Peston, ITV’s political editor, has written an interesting blog on the challenge facing Rishi Sunak as he draws up his coronavirus financial rescue packaged. Peston says the scale of the challenge is likely to take the Conservatives into unlikely ideological territory. He says:

As one Tory minister put it to me, these principles imply that Boris Johnson will almost certainly have to oversee a government that for a good year or maybe longer will look quite socialist.

“We’ll find ourselves implementing most of Jeremy Corbyn’s programme” is how he put it. (Politics Live, Guardian)

Greeted with raucous laughter at the end of my locked-down lane in sunny Normandy.

Lovely day for 'IT' !

The doc had pinned my prescription on his notice board. Signs everywhere : no more than two people in the (small) waiting room & others OUTSIDE; those with xyz symptoms to wear a mask; plus there was a large dispenser of alco-gel on the table .

I hope no-one nicks it !

A couple of hours ago I SEARCHED the G website for France Coronavirus.

There are a couple of two-line mentions .

Did I miss a proper report on Macron’s VERY Presidential “War” speech ?

IF there wasn’t one, it's almost as tho there's a D-Notice forbidding publication of that news!

As Huffpo’s Waugh points out, the contrast is stark

"startling vagueness" from Johnson and his ‘experts’ and ministers .

I'm not a great writer and my thoughts get jumbled; I hope I can be understood.

We've got all kinds of work needing doing right now, all kinds of business and service provision necessary right now. Our macro economic system is grotesque. It's not serving people, people are serving it and it's causing real despair for absolutely no good reason.

What if care workers, healthcare staff, police, ambulance drivers, delivery personnel, warehouse, order processing, online shopping webpage maintenance and retail staff, for example, downed tools until they get the price others can or will pay? People buying up all the hand sanitiser cheap leaving areas with none and exploiting that situation by selling it dear - it's inefficient, morally repugnant and thoroughly understandable. It's a symptom of a dysfunctional system, the seller didn't create it but someone did.

Governments using their vested power over individuals obliged to accept their legal authority and rights over resource allocation can
- force people into working for nothing at all until they drop dead with exhaustion
- benefit everyone and not just corporate donors, financial product junkies, asset hoarders, peers and the other MPs in the room
- many other things

People don't have to serve the economy; making them do so is a political choice.
Housing, food, energy, healthcare, social care, transportation infrastructure and provision are political choices.

Viruses aren't subject to economic systems, governments or laws.

The interweb tells me exactly what rights workers have here in cases of what is commonly called "chomage technique" , officially "chomage partiel". Ah ha, they've changed the name again, "activté partielle" ! The logic being you're not really 'unemployed'. Well not yet, if you work for an airline or similar industry which may shrink for some time .

" Si votre entreprise ferme ou réduit son activité, un dispositif de chômage partiel, désormais appelé activité partielle, se met en place. En fin de mois, votre employeur vous versera une indemnité pour toute heure non travaillée. Elle représente 70 % de votre salaire horaire brut habituel, ce qui équivaut à environ 84 % de votre salaire net. Dans tous les cas, vous ne pourrez pas tomber en dessous du Smic (1 219 € net pour 35 heures) "

People with health conditions placing them at greater risk should they contract COVID-19 have been advised by Johnson to work from home if they're able to do their job from home.

An employee with a health condition placing them at greater risk should they contract COVID-19 and is able to do their job from home asks line manager to work from home. Line managers says, 'Well, no, it's not regular procedure...'. Employee reminds manager the health condition places them at greater risk if they contract COVID-19. Line manager says, 'Well, go ask human resources...'. Human resources says, 'Well...no, it's not regular procedure...'. Employee reminds human resources the health condition places them at greater risk if they contract COVID-19. Human resources says, 'Well...go ask your doctor'.

The employee is thoroughly confused, trying to do what they've been told to do and additionally there's no eggs, no crackers, pasta or rice in the shop.

Because it's not a government order, because it's legally discretionary, line managers, human resources and lots of other people are confused and having difficulty.

US government to give citizens emergency financial aid

Donald Trump has dramatically stepped up the US government’s response to the coronavirus outbreak by announcing plans to send cheques directly to American citizens to give them emergency financial aid, while agreeing to purchase up to $1tn (£830bn) of corporate bonds.

Wow, he really wants to get re-elected. Forgive my cynicism. Direct financial aid to citizens is part of a good strategy during this crisis. It'll be interesting to see the details of this aid. I've a lot of questions unanswered. Will US citizens get help paying for medical treatment? Will their mortgages and rent get covered if they're unable to work?

Every country needs to take boldest actions to stop COVID-19
World Health Organisation (WHO)

Statement to the press by Dr Hans Henri P. Kluge, WHO Regional Director for Europe
Copenhagen, Denmark, 17 March 2020

Europe is the epicenter of the first pandemic of coronavirus and every country, with no exceptions, need to take their boldest actions to stop or slow down the virus spread. Boldest action should include community action. Thinking that “this does not concern me” is not an option.
---
At every step, the public should be informed and guided on how to protect themselves and others, support their communities and maintain a sense of normality in extraordinary circumstances. Health facilities have to have the necessary equipment to care for those seriously affected and to protect health workers from exposure.
---
These are unprecedented times. It is important that countries work together, learn from each other and harmonize the efforts. The virus can be beaten back by solidarity within communities, within nations and within our region, together with individual psychological resilience. Thank you very much.
