What do you want Cooper to do? What action is within her power to do at this time? What makes you think Cooper isn't acting at this very moment? I don't know the answers to the three questions I've asked you.

She has no power - she is in opposition. This is what I want her to do.

1. Make a statement that this is an outrageous abuse of power (see David Davis).
2. Demand assurances that this will cease immediately - except in the case where the Intelligence services can show reasonable suspicion that the lawyer is a terrorist.
3. Make it clear that a Labour government will put a stop to this sort of behaviour.

If she is still confused she can copy David Davis. Who frankly would be a much better shadow Home Secretary. She isn't acting right now because Labour aren't raising this as a serious scandal. The only quote is from DD.
