Seems very likely to me. I'm kind of assuming that Graham Brady literally totted up the potential numbers and set a threshold that would automatically anoint Sunak and lock out all the disastrous choices, including Johnson. It's what I would do, tbf. Leaving it to a membership that picked Truss, again, would be an act of insanity.
