No, letters are not included in this.
This is related to customs duties that now have to be collected on nearly every inbound package.
(Previously packages under $800 didn't need duty collected.)
Turns out upending something like that with like a month's notice is actually not a good idea.

I couldn't fail to notice Labour's spokesman today parroting the 'people's legitimate concerns' crap while responding to Farage's appalling far right race baiting. There was none of the anger it deserved, no condemnation, just more of the same pathetic timorous appeasement.
After nigh on a week out and about in the North of England and Scotland mostly drunk here's a list of the the legitimate concerns that came up while talking to the locals.
New build estates on the edge of town being built without the necessary infrastructure they need.
Dickheads in massive 4x4's parking in two parking spaces at the supermarket.
Having to get the lifeboat out 4 times in one day to rescue dickheads on paddle boards being washed out to sea (yesterday).
Extortionate beer prices in the pub.
Dogs not being proper dogs any more.
Seagulls being too noisy.
I could go on but if there was one thing I never heard mentioned it was immigration. Not once. However when we stopped in a little village called Norham (just on the English side of the border) for a pint we passed a house festooned with Union Jacks and Confederate flags, one of which proclaimed 'The South shall rise again!' It was so obviously freakish I asked at the bar in the pub who owned the house and there was a collective groan. I was expecting them to tell me it was some newcomer but no, he's ex-army and has apparently always been a cunt.
