He said vice president Delcy Rodriguez, earlier reported in Russia by Reuters but refuted by the New York Times placing her in Caracas, pledged cooperation, dismissed Maria Corina Machado despite her Nobel Prize, linked potential troops to oil, vowed active US role in restoring and selling Venezuelan oil funded by companies while keeping the embargo until demands met, praised zero-loss military operation and declared Maduro deposed for US trial.

Venezuelan vice president Delcy Rodriguez declared Maduro the country's sole president despite his capture, announcing the activation of the Defense Council and urging calm and unity to protect the nation during a national television address condemning US armed aggression, while ignoring Trump's claim she had assumed power and pledged cooperation.
